Passenger Jill Tarlow snapped a photograph (right) of the scantily clad man on the June 9 flight from Florida to Phoenix and provided it to the San Francisco Chronicle.
Tarlow says she and other passengers complained to airline employees before boarding but were ignored.
US Airways spokeswoman Valerie Wunder says employees were correct not to ask the man to cover himself, saying the airline doesn't have a dress code policy.
On June 15, University of New Mexico football player Deshon Marman was yanked from a US Airways flight and arrested over allegations he refused to pull up his sagging pants and get off the plane.
